      Method for every district

Referendum tax = net assessed value × rate ÷ 100. Net assessed value depends on property type. A home with the homestead deduction filed follows the SEA 1 homestead schedule: standard deduction of $40,000 on 2027 bills falling to $0 on 2031 bills, and supplemental deduction rising from 46% to 66.7%; 2026 bills use $48,000 and 40%. Rentals, second homes, and homes without the homestead deduction get the new residential deduction: 6% on 2026 bills, 12% on 2027, 19% on 2028, 25% on 2029, 30% on 2030, and 33.4% from 2031. Business and commercial property gets no SEA 1 deduction. Farmland is assessed differently and is not covered. Ballot figures cover homesteads only, so the rental and business results rely on the same formula with deduction rates taken directly from the state memo. Referendum taxes sit outside the 1% tax cap and are excluded from the 10% homestead credit. Senior, veteran, and county credits are not modeled.

      Accuracy check

Each district's model was checked against its official ballot figure before publishing. At the ballot's maximum rate with no growth, the model gives: Noblesville $954 (ballot $955), Carmel Clay $1,062 ($1,062), Hamilton Southeastern $700 (reported $700), Westfield Washington $873 ($873), Sheridan $454 ($454).
